SCR 1677 Set/unset the SPI annealing TM when checking/unchecking the SPI annealing flag in an observation

SCR 1705 Generate/Send PAD/IOP Automatically when launching PHS (when needed)
SCR 1698 Do not display targets with approved time of 1sec in the OSS selection table
