Fixed SPRs in DB v4.1.5:

SPR 647 The view which is called by the web application is fixed, so the rounding of the arc minutes and seconds is now as it should
SPR 648 The POD generadion faild when there was a splitted scheduled amalgamated core observation. This is fixed in 3 way's; A one time runnable script on the obs database which will removed the double links. A changed split pocedure which will now only create one link. A fits package which makes the formated views for IOP and POD better maintainable.
