SPR 696

Fixed by removing the code which recalculated the dwell time when the observation was fully unscheduled (developer report)

We planned to fix SPR 679 and SPR 694 in this release. However we were unable to reproduce the problems, not even with the software and database versions that were used when the SPRs were discovered. We decided to turn the debug logging on and to implement a check in the code such that we are able to detect the error as soon as it happens again.
