Fixed SPRs in core v17.2.1:

OSS:

SPR 1314 A 409 secs offset has been added for OLS and CLS just after RWB, which partially solves the ping pong issue for this eclipse season.
SPR 1325 The copyright is now placed at the botton, and the line is correctly diplayed.

Implemented SCRs in core v17.2.1:

PHS:

SCR 1234 It is possible to automatically create approved target lists for data rights proposals by using datapump.

Fixed SPRs in web v8.0:

SPR 1219 TOO form accepts now RA in the form of hh:mm:ss
SPR 1326 Too form allows the user to include two or more e-mails separated by either comma, semicolon, or single space.
SPR 1343 Too form is integrated in the isoc web framework.
SPR 1355 Too Alert page allows wrong dates.
