Fixed SPRs in core v13.4:

OSS:

SPR 917 The PAD/IOP is now correctly generated also for calibration proposals

PHS:

SPR 717 Amalgamation is now prepared for accepting 5x5 sequential for amalgamating observations
SPR 921 Incorrect dwell time in observations updated with bulk change are now corrected and the code is fixed in bulk change functionality

Implemented SCRs in core v13.4:

PHS:

SCR 700 Arrows have been added to PHS-Proposal Details GUI, observation lists in order to facilitate navigation

Fixed SPRs in DB v8.6:

SPR 717 Amalgamation tables were not prepared to support observations with the new pattern 5x5 sequential. A_OFFAXIS table has been updated in order to support this
