Summary:	Optimizing use of ORBIT vs. DBOB data

	SPR 709	See comment below these release notes. Due to improvements in the production of the SkyMaps, OSS as now able to retrieve them for any revolution for which we have DBOB data. This allows viewing of old revolutions again.
	SPR 732	The improvement described under the comments fixes the problem that Starmap was not showing any valid perigee exit/entry zones. (developer report)

Since version 1.2 Flight Dynamics would return ORBIT data instead of DBOB for the SkyMaps (containing sky bins -- they form the orange background in the OSS Sky Display and Starmap). The ORBIT data is more accurate than DBOB, but also slower and it covers less than a year in time. OSS was also not able anymore to open any schedules for which there was no ORBIT data available. Flight Dynamics now tries to get ORBIT data, but falls back on DBOB data is ORBIT data is not available for the requested revolution.
The cacher has also been improved: It will now cache all revolutions available.
