Summary: Fixed two SPR's related to GPS in Starmap and changed the way the manual time limit in OSS is handled

Fixed SPRs:

Starmap:

SPR 702 When start and end point are not specified for a GPS observation, then Starmap will show all (150) points.
SPR 703 Starmap will now show the point numbers for GPS and static (survey and custom pointing) patterns.

OSS:

SPR 705 The use of the manual time limit in OSS has changed: the user now has to specify the maximum number of seconds he wants to schedule in the current scheduling session, excluding the time which has already been scheduled before.
