  Hi Stefan,

  if I remember correctly the AI was to circulate the problem to people
outside SDAST as well - thanks to Carol Anne for involving Sren and
Niels Lund.

  Two quick comments:

  I just want to point out again that if we make any such change we
must make haste in implementing it, as we are running late already
in Consolidation. The plan to finish Finalization by end of June is
still in place!
 
 And I would add:

- No binning with externally defined times possible

  It is somewhat less "clean" but would mitigate the problem significantly, 
as the events would be halfway realistically smeared out over the actual 
time intervals. The problem was that in the current approach all events are 
corrected with the factors valid at the 'central time'; this would be mostly 
resolved by random smearing.
