Summary:	FITS files will replace completely the ASCI files. Added a gap finder tool and fixed some minor issues

Fixed SPRs:

	SPR 1354	Use relative paths on the website to avoid local dependencies.
	SPR 1356	Target Visibility Predictor page has a funny behaviour regarding dates.

Implemented SCRs:

	SCR 1439	The Proposal Query Tool web-site should indicate somewhere that the proposals to be queried are those for the current AO.
	SCR 1449	Update isoc software (PQT, PHS, PLD) to read exposure maps in fits format (instead of List files)

Other changes/comments:

The gap finder application meant some changes in the persist module. The search tool functionality is there, although not display until further tests.
