Summary:	Fixing SPR 828 urgently: OTE no result on small energy range

OTE splits the energy range of a S/N calculation when it is beyond some threshold. If the range does not require splitting, OTE had trouble to calculate the overall result. Fixed that.

Other changes/comments:

Note: this release required to be installed urgently, hence the release of ISOC System version 14.5 and the release of isoc-web were decoupled and asynchronous.
