OTE's HTML output for a bright source warning has been enhanced
to sport a link to SIMBAD's details for the bright source.
Other changes/comments:
To support commandline usage and integration into PHS, "PICsIT", "ISGRI"
and "!ALL!" have been added to the set of admissible instruments. This
allows to get estimation results for all instruments in one go or for
each individual instrument at a time without the need to filter "IBIS"
results when only interested in "ISGRI".
