Summary: Updated libraries.

Fixed SPRs:

SPR 1297 Storing the SkyMaps on disk has been corrected to take information on partial visibility into account. (The XML files can be distinguished by the formatVersion of 3, in which this problem is solved)

Implemented SCRs:

SCR 1300 The sky maps based on ORBITA data will provide the same information with respect to bins that have visibility for only part of the bin. As a result the DBOB based maps and the ORBITA based maps look a lot more similar when considering the edges of the sun exclusion zones. (this new behavior can be controlled by a property setting fd.skymapORBITAIncludePartialVisibility=true in the FD server configuration.)
