Summary: Fixing one minor SPR.

Fixed SPRs:

SPR 901 The number of co-investigators is now correctly imported into the database.
SPR 905 The Proposal Loader still crashed when inserting a large amount of subscriptions. The problem is fixed by regularly flushing the database output.
