Summary: AO9 open time phase PGT

Fixed SPRs:

SPR 1217 Importing a list of data rights now handles the RA field correctly
SPR 1174 When a TOO proposal is created and saved the Data rights warning is not shown anymore
SPR 1173 TOO observation does not allow adding data rights any more (the DR panel is disbled)

Implemented SCRs:

SCR 1175 Submitting and confirming multi-year proposals is now handled by PGT
