Summary:	A10 open time phase

Fixed SPRs:

	SPR 1353	The PDF file generated by PGT on proposal submission now includes the correct proposal category (Open Time or Data Rights).
	SPR 1351	The PDF file generated by PGT on proposal submission now shows the full proposal id.
	SPR 1347	State checks when the PI was american was giving incorrect error messages. With this version, PGT accepts again USA as the PI state.

Implemented SCRs:

	SCR 1298	An explanation of TOO justification field has been added to the PGT help text.
	SCR 1404	A new justification field has been added to PGT to justify the use of non-standard 5x5 pattern.

Other changes/comments:

PGT sent TOOs are not public by default anymore. Also, some changes in the GUI have been included (Mainly affecting label names: e.g. "Extent type" is now "Type", and "Weight" is now "Size" in the Observations Panel. Default values 0.0 for RA and Dec coordinates have been deleted.
