isocsci will be informed of proposals inserted in the database.
Other changes/comments:
The MLR has a new property to prevent accidently sending very old messages still in the
outbox: add the property startIgnoringMailFiles.days to the MLR configuration
with a value larger than 0, the mailer will not send any messages still around that are older
than so many days.
