Software Release Note for DB version 4.1.7

Fixed SPRs:

	SPR 661	Fixed. The problem occured because in the previous database update, the CO_PROP and CO_OBS columns of the OBS table were deleted. This caused a shift in column id's used in the history table, which in turn made some views and functions work improperly.

Other changes/comments:

• The following db users have been removed: asor(_s), jono, paba(_s), crwi, tioo(_s)
• A new view has been added for the upcoming new web application
